Unless you sell your account, the buyer still needs to pay the ridiculous $20 fee to plugin alliance.
A few of their plugins are really great, like DS Thorn, but their fee just puts everyone off. I actually regret purchasing anything from them now. In the past though, they used to supply monthly codes in which you could use on the fee. They no longer allow that.
